EESI (www.eesi.org) is a non-profit public policy organization dedicated to sustainable development, believing that a sound environment and a sound economy go hand in hand. EESI was established in 1984 by a bipartisan, bicameral group of members of Congress to foster a better informed policy process on energy and environmental issues through educational services, policy analysis, policy and technology briefings, etc. Ms. Werner came to EESI in late 1987 and was the director of EESI's Energy & Climate Change Program through January 1998. Ms. Werner has more than 25 years of public policy experience on energy and environmental issues. Among her many responsibilities, Ms. Werner has organized literally hundreds of Congressional briefings and other meetings over the years, spoken at many conferences and workshops and helped organize several broad-based coalitions.
Carol serves on the steering committees of the Sustainable Energy Coalition, Surface Transportation Policy Project, Smart Growth America as well as the Advisory Committee for the Rutgers University Center for Energy, Economic and Environmental Policy and the Environmental Advisory Committee of the Business Council for Sustainable Energy. Ms. Werner also is on the board of the New Uses Council and the National Center for Appropriate Technology (NCAT); she is also on the editorial board of BioCycle magazine. She served on the Department of Energy’s (DOE) State Energy Advisory Board for six years, was a member of DOE's Federal Advisory Committee on the Commercialization of Renewable Energy Technologies and was a stakeholder in the DOE/USDA Bioenergy Initiative.
Before joining EESI in late 1987, Ms. Werner developed an energy efficiency/oil security project for Environmental Action. From 1985-1987, she served as the legislative director of the Northeast-Midwest Congressional Coalition, a bi-partisan group of nearly 200 members of Congress who work on behalf of policies particularly important to the 19 states of that region.
From 1979-1985, Ms. Werner served as the legislative representative of the National Consumer Law Center. NCLC provides representation and technical assistance on energy and consumer issues to legal services attorneys and low-income based groups. From 1975-1979, Carol was the legislative and policy director for the National Abortion Rights Action League. From 1971-1974, she served as a legislative assistant to Rep. Neal Smith (D-IA), with responsibility for energy, environment and foreign affairs issues.
Ms. Werner obtained her BA in history and political science from Morningside College, Sioux City, Iowa. She has done graduate work in Russian and Eastern European diplomatic history at George Washington University, Washington, DC.
